These coins were struck at the San Francisco Mint, verified by NGC by the yellow straps on the sealed monster box that they were submitted in.  San Francisco Silver Eagles are about ten times rarer than their West Point counterpart, since the West Point Mint is the designated producer of Silver Eagles, with other mints joining in only occasionally. However, when San Francisco does chip in, they are usually producing proofs or other special issue.
