The Bland Allison Act of 1878 had the US Mint purchase silver from mines in the Wild West. This led to the creation of the Morgan Dollar. While this was happening, legislation was passed authorizing the printing of 'Silver' Certificates. These were paper currency that was backed by silver held in the Treasury. These certificates are significantly larger than the current currency. The blue seal distinguishes from other currency on the Silver Certificate. Paper notes typically have a much shorter lifespan while coins last for decades. Notes are currently obsolete but are still considered legal tender.
